Dr. Chang grew up in North Carolina. He earned his bachelor’s degree from the University of North Carolina at Chapel Hill, and he received his MD in 1997 from the Wake Forest School of Medicine. He completed his residency in pediatrics at the University of Texas-Houston medical school in 2000.
Dr. Chang practiced in the state of Texas for five years before moving to California, where he opened Sierra Pacific Pediatric Associates. In addition to being board-certified in pediatrics, Dr. Chang is a Fellow of the American Academy of Pediatrics. As a testament to his medical knowledge, he served as Chair of Pediatrics at San Antonio Regional Hospital and continues on the Pediatrics Committee.

Dr. Kathryn Lin is an experienced, board-certified pediatrician at Sierra Pacific Pediatric Associates in Fontana and Eastvale, California serving children in the Inland Empire community. Raised in Southern California, Dr. Lin was trained in pediatric and internal medicine. She provides kids with the highest quality medical care and involves patient families every step of the way.
She attended Brown University in Rhode Island for college and then medical school. She then went on to complete her residency in Internal Medicine-Pediatrics (Meds-Peds) in 2001 at the Baylor College of Medicine hospitals in Houston, Texas. She has been board-certified by the American Board of Pediatrics and the American Board of Internal Medicine. With her focus on kids, she continues to maintain her board certification in Pediatrics.
Dr. Lin practiced pediatrics and internal medicine professionally at Kelsey-Seybold in Houston, Texas and Kaiser Permanente in Southern California before joining the Sierra Pacific team in 2007.

Dr. Judith Lau is thrilled to be the newest member of the Sierra Pacific Pediatrics Family. She is currently taking new patients at both our Fontana and Eastvale locations. Although she is Canadian by birth, Dr. Lau grew up in Temple City, California and attended the University of California, Irvine where she majored in biological sciences. She subsequently found her way back to winter seasons and more than 100 inches of snow per year when she studied at the Lake Erie College of Osteopathic Medicine in Pennsylvania.
After graduating from medical school, Dr. Lau completed her pediatric residency at the Children's Hospital of Michigan in Detroit from 2016 to 2019. In addition, she served a one year term as Chief Resident of her training program before joining Sierra Pacific Pediatrics in July of 2020. From well-child appointments to sick visits and everything in between, Dr. Lau’s passion for taking care of children shines through in her interactions with patients and families. She strives to be thorough and understanding to the needs of each child that comes through our doors. For annual physicals, Dr. Lau has a habit of asking her school-aged patients: “what do you want to be when you grow up?”. Smita Tandon, MD, is a board-certified pediatrician based in Fountain Valley, California, where she is the medical director of her own practice. Dr. Tandon is deeply passionate about helping children and has more than 30 years of experience in the field of pediatrics.
A native of India, Dr. Tandon earned her doctorate in medicine from Grant Medical College in Mumbai before starting her residency at King George’s Medical College in Lucknow. After arriving in the United States, she completed a second medical residency at the University of Southern California in Los Angeles.
Dr. Tandon has made it her mission to deliver a lifetime of quality health care to every child she sees in a clean, safe, comfortable, and friendly environment because she understands just how much childhood experiences impact a person’s life. With three decades of experience in her field, Dr. Tandon enjoys all aspects of pediatrics.
