Steven Chen, MD, is a fellowship-trained oncologist surgeon who specializes in breast, endocrine, and melanoma surgery. Today, he is proud to work with the rest of the OasisMD team to help patients recover from the effects of cancer at OasisMD in Encinitas, San Diego, and Temecula, California.
Dr. Chen completed both his undergraduate and medical degree at the University of Michigan in Ann Arbor, Michigan. He later performed his general surgery residency and critical care fellowship at the University of Michigan before moving to Los Angeles and completing a surgical oncology fellowship at the John Wayne Cancer Institute in Santa Monica, California.
Dr. Chen then joined the City of Hope, serving as the associate director of the Surgical Oncology Training Program. During his tenure there, Dr. Chen worked to train the next generation of surgical oncologists and served as the director of surgical oncology research. Dr. Chen also served as an associate professor of surgery.
Throughout his career, Dr. Chen has also served as the chief of breast surgery and the chair of the Melanoma Tumor Board at the University of California, Davis Medical Center in Sacramento, California. His leadership ability led him to become a director of the American Society of Breast Surgeons and to assist in accrediting breast oncology training programs for the Society of Surgical Oncology.
Dr. Chen has also held leadership positions in the American College of Surgeons, the American Medical Association, and the Association for Academic Surgery. A highly accomplished author, he has contributed to over 50 peer-reviewed medical publications, and he is often invited to deliver lectures all over the world.
At OasisMD, Dr. Chen performs a variety of breast, thyroid, parathyroid, and melanoma procedures. He offers a wide range of oncology surgeries, including lumpectomy, mastectomy, and biopsy. Dr. Chen looks forward to continuing his work with cancer patients in the California area.

Angelique E. Richardson, MD, PhD, is a board-certified medical oncologist, physician-scientist, and nationally recognized leader in breast cancer care, cancer health equity, and women’s health across the lifespan. She is the Founder and Medical Director of The Center for Phenomenal Health & Wellness, a concierge women’s health practice in San Diego dedicated to menopause, perimenopause, cancer survivorship, and long-term wellness for women.
Dr. Richardson brings together academic rigor, clinical excellence, and deeply personalized care, offering women a level of expertise typically found at major academic cancer centers—delivered in a thoughtful, relationship-centered private practice setting.
Academic & Clinical Leadership
Prior to founding her private practice, Dr. Richardson served as an Associate Professor of Medicine at the University of California, San Diego (UCSD) within the Comprehensive Breast Health Center. There, she specialized in the diagnosis and treatment of breast cancer while leading and contributing to clinical trials, translational research, and community-engaged cancer equity initiatives.
She has served as Principal Investigator on multiple national and industry-sponsored clinical trials, including Phase I–III breast cancer studies, and has been actively involved in advancing access to clinical trials for historically underserved populations.

Dr. Richardson is a physician-scientist with dual MD and PhD training, holding a doctorate in Microbiology and Molecular Genetics with an emphasis in cancer biology. Her research has focused on:
