Dr. Chado received his Bachelor of Science degree from the University of Maryland in College Park before earning his Doctor of Optometry at Southern College of Optometry in Memphis, Tennessee. He completed clinical rotations at Oklahoma Medical Eye Group in Tulsa, the Eye Care Center in Richmond, and the Eye Center in Memphis. Dr. Chado completed his residency in ocular disease at Baltimore VA Medical Center in Maryland.
In his free time, Dr. Chado enjoys being outdoors, traveling, hiking, and spending time with his wife. He is originally from Frederick and is excited to be providing eye care to the residents of his hometown!

Robert Foster, OD, brings dedication and compassion for eye care as the director of Legacy Eye Care in South Hill, Virginia. Dr. Foster started Legacy Eye Care to offer affordable eye care, and he works hard to deliver outstanding patient care by investing in state-of-the-art technology and the best care practices.
At Legacy Eye Care, he specializes in contact lenses, vision therapy, the Dynamic Reader program for children reading below grade level, and geriatric eye care.
Dr. Foster began his studies at Brigham Young University in Rexburg, Idaho before receiving his bachelor’s of science in psychology (with an emphasis in organizational management).
Following his degree, Dr. Foster went on to complete his optometry education at the Pennsylvania College of Optometry at Salus University in Elkins Park, Pennsylvania.
He was also passionate about continuing eye care education, taking part in internship programs for special areas of eye care, including ocular disease at Fayetteville VA Medical Center, corneal disease at Eye Care Associates and the Triangle Eye Institute in Raleigh, North Carolina, as well as pediatric eye care, low vision, retinal disease and primary care at Salus University’s Pennsylvania College of Optometry.
In addition, Dr. Foster received additional training in contact lenses and corneal disease at the Contact Lens Institute in Raleigh, North Carolina.
When he’s not helping patients achieve optimal eye health, Dr. Foster enjoys spending quality time with his wonderful wife and their three children, serving as a missionary at his local church, and learning Spanish and Mandarin Chinese.
Ugonma Nwaohuocha, OD, enjoys delivering the best eye care experiences to patients at Legacy Eye Care in Colonial Heights, Virginia. Dr. Nwaohuocha believes that everyone deserves access to outstanding eye care, and is dedicated to assisting patients with their unique concerns and needs.
At Legacy Eye Care, she specializes in eye care management as well as contact lenses.
Dr. Nwaohuocha began her studies at the City University of New York (CUNY), completing her bachelor’s degree in biochemistry before finding her passion in ocular disease and treatment.
Following her degree, she went on to pursue optometry education at Salus University’s College of Optometry.
In addition, Dr. Nwaohuocha took part in an internship program and received extensive training in optometry at St. Albans VA Medical Center in Queens, New York, and Brooklyn Veterans Hospital in Brooklyn, New York.
In her free time, Dr. Nwaohuocha loves giving back to the community. She grew up knowing the meaning of love and dedication firsthand and hopes to give back in any way possible.

Karen Levy, O.D. is a native of Beacon, New York and earned her B.S in Biology with honors from Widener University. She received her Doctor of Optometry from SUNY College of Optometry, graduating as valedictorian of her class. Dr. Levy completed rotations at University Eye Center and the Philadelphia Veterans Hospital, with a focus in ocular disease, specialty contact lenses and low vision services. During Dr. Levy’s education, she received numerous academic and clinical awards, including the Pacesetter Award for Excellence in Primary Care, the Dr. Mark S. Feder Scholarship for Excellence in Primary Care, the VSP Practice Excellence Award, and the BSK Award for Academic Excellence. She was honored to receive the SUNY Chancellors Award for Student Excellence, the highest honor bestowed upon a student from a SUNY campus. Outside of the classroom, Dr. Levy has been involved in planning and organizing VisionWalk NYC; an annual event that fundraises for research into blinding retinal diseases. Dr. Levy currently resides in Philadelphia, PA and has interests in running, hiking, cooking and spending time with her family.
Allegra Inciardi, OD, is a fully licensed optometrist at Negrey Eye Associates. She sees patients at the practices two locations in Havertown and Media, Pennsylvania.
Dr. Inciardi graduated from the Schreyer Honors College at Penn State University with a Bachelor of Science degree in mathematics. Following her time in Happy Valley, Dr. Inciardi obtained her Doctorate of Optometry from The Pennsylvania College of Optometry at Salus University.
Upon graduation, Dr. Inciardi joined Negrey Eye Associates. There, she provides primary eye care for children and adults of all ages with an emphasis on routine eye exams and contact lens fittings. Her training includes the ability to detect and manage eye diseases such as glaucoma, diabetic retinopathy, and macular degeneration. Dr. Inciardi also treats dry eye, eye infections, “pink eye,” and lazy eyes.
During her training, Dr. Inciardi traveled to Honduras, where she assisted at a primary clinic in Tegucigalpa, and also went on bus brigades to bring eye care to hard to reach villages in the Honduran countryside.
Dr. Inciardi is a member of the American Optometric Association. She looks forward to the yearly meeting of the American Academy of Optometry and strives to stay current with the latest ophthalmic developments.
Outside of work, Dr. Inciardi enjoys running, spending time with her family, and traveling. In college, she studied abroad in Florence, Italy, and recently traveled throughout central Europe, seeing Paris, London, and Prague.

Julia Zyrina, OD, is the skilled optometrist behind Pine Vision Care in Philadelphia. As an optometry care expert, Dr. Zyrina helps patients of all ages with all aspects of their eye care, including eye exams, contact lenses, eyeglasses, and treatment for conditions like blepharitis and dry eye.
Dr. Zyrina earned her master’s degree in linguistics at Ural State Pedagogical University in Yekaterinburg, Sverdlovsk Oblast, Russia, and then went on to earn her optometry degree at Salus University in Elkins Park, Pennsylvania. Dr. Zyrina also completed an internship at Wills Eye Hospital in Philadelphia and a residency in ocular disease under Cpl. Michael J. Crescenz at VAMC in Philadelphia before starting work at Pine Vision Care.
