Carter Richards, MD, is an experienced neurologist with a calling to work with children. Dr. Pugar is the founder and president of DCND and works at the Centerville and Beavercreek offices. Over the years, he’s established DCND as one of the premier neurology practices in the state. 

Dr. Pugar studied at Gannon University in Erie, Pennsylvania, earning his Bachelor of Science in Chemistry. After graduation, he enrolled at the University of Pittsburgh, also in Pennsylvania, and obtained a Master of Business Administration. Kelly Smith, MD, specializes in pediatric pulmonology and sleep medicine, and is a co-founder of Texas Pediatric Specialties and Family Sleep Center in the Alamo Heights, Shavano Park, and Lockhill-Selma areas of San Antonio, Texas. He has achieved fellowship designation in four areas of medical practice to include sleep medicine, pediatrics, pediatric pulmonology, and internal medicine. 

A New Braunfels native, Dr. Smith earned his undergraduate degree from Austin College in Sherman, Texas, and remained in the state to complete his medical degree at the University of Texas Health Science Center in San Antonio. He refined his skills and knowledge through an internship and residency at the University of Kentucky Chandler Medical Center in Lexington, where he was also appointed chief resident of internal medicine and pediatrics. 

Fellowship training in pediatric pulmonology at Texas Children’s Hospital and Baylor College of Medicine in Houston came next, followed by research and training in sleep medicine through the Texas Children’s Sleep Center in San Antonio.

Michael Marsh, MD, is a neurology specialist with a focus on pediatric neurology and related conditions. Dr. Marsh earned a Masters degree in neuroscience at Syracuse University in New York. He went on to complete his medical degree at St. George’s University School of Medicine in Grenada. Upon returning to the United States, Dr. Marsh completed a residency in pediatric neurology at St. Louis University in Missouri, where he remained for fellowship training.

Charles E. Niesen, MD, is a pediatric neurologist leading a team of experienced providers at AMS Neurology in Pasadena, California, and throughout the Los Angeles area. 

 

Dr. Niesen was born in Poughkeepsie, New York. He received his undergraduate degree from Cornell University in Ithaca, New York, and his medical degree from the Sackler School of Medicine, Tel Aviv University in Israel. 

 

He completed his pediatric training at Rainbow Babies and Children's Hospital, affiliated with Case Western Reserve University School of Medicine in Cleveland, Ohio. He also completed his child neurology fellowship at the Hospital for Sick Children in Toronto, Canada. Dr. Niesen spent two years doing post-graduate research in neurophysiology at the University of Toronto.

 

His first faculty position was with the Children's Hospital Los Angeles. After five years, he moved to Cedars-Sinai Medical Center in Los Angeles, where he was an associate professor of pediatrics and director of the Division of Child Neurology.
