Dr. Mitts graduated from Loma Linda University, California, in 1972 with a BA in chemistry, before taking up a place at Loma Linda University Medical School, achieving his Doctor of Medicine qualification in 1975. He then completed his internship and first residency in general surgery at the University of California in Irvine.
Dr. Mitts went on to complete residencies in general surgery at the Veterans Administration Hospital in Des Moines, Iowa, and Indiana University Medical Center, in Indianapolis. In 1983, he took up a plastic surgery residency at Indiana University Medical Center, training under the directorship of Dr. James Bennett, professor of plastic surgery and president of the American Society of Plastic Surgeons. Dr. Mitts also completed a hand surgery rotation at the University of Kentucky Medical Center in Louisville, Kentucky.
Dr. Mitts has been certified by the American Board of Plastic and Reconstructive Surgery since 1986 and is a member of the elite American Society of Plastic Surgeons, the California Society of Plastic Surgeons, the Kern County Medical Society, the American Society of Bariatric Surgery, and the Hispanic Chamber of Commerce. His hospital affiliations include Memorial, Mercy, Mercy Southwest, and San Joaquin hospitals in Bakersfield, California.
