Dr. Elahe Toulouie is a board-certified internal medicine doctor at her self-named practice, Elahe Toulouie MD Inc., with offices in La Mesa, El Cajon, and San Diego, California. She has over 25 years of experience in the medical field, providing quality care to her patients. 

Dr. Toulouie received her medical degree from the University of Freiburg in Freiburg im Breisgau, Baden-Württemberg, Germany. She completed an internal medicine internship specializing in surgery and gynecology at the University Medical Center in Freiburg, Germany.

While at the University of Heidelberg in Mannheim, Germany, Dr. Toulouis trained in obstetrics and gynecology. She later relocated to the United States and completed training in internal medicine at the University of Pittsburgh in Pennsylvania.

Dr. Toulouie has a passion for health care and extensive experience serving in nursing homes, rehabilitation centers, and hospices for over a decade. 

She has served several California healthcare centers, such as Lemon Grove Rehab in Lemon Grove and Magnolia Special Care in El Cajon, as well as La Mesa Health Care Nursing Home and Arbor Hills Nursing Home in La Mesa. 

Dr. Toulouie also has more than 10 years of experience as a primary medical consultant at the San Diego Rehab Institute, the Sharp Grossmont transitional care unit, and the psychiatry unit in La Mesa.

In her free time, Dr. Toulouie prioritizes time with her two children. She enjoys working alongside her team and meeting the needs of her patients.

Board-certified in Family Medicine and Sports Medicine, Rebeccah Rodríguez, DO, FACOFP, serves the communities of Encinitas, San Diego, and Temecula, California, at OasisMD. 

Dr. Rodríguez earned her medical degree from Kirksville College of Osteopathic Medicine. She serves the United States Olympic & Paralympic Committee (USOPC) as a Team USA physician and was on the medical staff at the Olympic Training Site in Chula Vista, California, as team physician for 10 years.

Dr. Rodriguez served as the Medical Director for the high-performance center for Team USA (11 sports) at the 2016 Olympics in Rio. She was part of the medical staff as Team USA physician at the 2019 Pan American Games in Lima, Peru. She is honored to currently serve on the USOPC Physician Advisory Board.

Dr. Rodriguez is also a team physician for USA Women's Waterpolo and USA Rugby. She is the head team physician for the major league rugby team, the San Diego Legion.

About Juergen Winkler, MD, ABIHM, ABOIM

Juergen Winkler, MD, ABIHM, ABOIM is an integrative medicine specialist serving patients at Quantum Functional Medicine in Carlsbad, California. He has over 33 years of experience in the medical field and founded the integrative functional medical clinic in July 2012.

He graduated from the University of Maryland School of Medicine in Baltimore in 1988. Dr. Wise grew up in the suburbs of Philadelphia. After studying at the Philadelphia College of Osteopathic Medicine, he completed his residency in general practice at the Osteopathic Medical Center of Philadelphia. 

In 1981, Dr. Wise started his own private practice in Swedesboro, New Jersey. He moved to the Temecula Valley area in 1987, where he has continued practicing medicine ever since. David Zebrack, DO, is a conscientious and friendly primary care physician and founder of Temecula Valley Primary Care Physicians. He has been in practice for more than 20 years and has cared for patients in Temecula, California, since 2004.

Dr. Zebrack began his education at UCLA where he earned his bachelor’s degree in psychobiology. He then went on to complete his medical education at the College of Osteopathic Medicine of the Pacific in Pomona, California. After earning his doctorate, Dr. Zebrack completed a one-year rotating internship at Rio Hondo Hospital in Downey, California, and a three-year family practice residency at San Bernardino County Medical Center in San Bernardino, California.

During his postgraduate training, Dr. Zebrack served as the president of his residency program. He has held various leadership positions over the years and has enjoyed mentoring medical students. Upon earning his board certification in family medicine, Dr. Zebrack joined a multispecialty medical group in Torrance, California.

In 2004, Dr. Zebrack relocated with his family to Temecula, California, where he joined Dr. Douglas Wise and eventually founded Temecula Valley Primary Care Physicians. In addition to his primary care practice, Dr. Zebrack has acted as a preceptor to train medical students, participated in research and clinical trials, and served as the department chief of family medicine at Southwest Healthcare System in Wildomar, California.

When he is out of the office, Dr. Zebrack has been a fundraiser for the United Jewish Welfare Fund and served multiple terms on the board of his homeowners' association. Dr. Zebrack enjoys spending time  time withife and three children. He stays active through tap dancing, golfing and traveling.
